Steven K Covey has been elected senior vice-president and general counsel of Navistar International Corp and its operating company, International Truck and Engine Corp. He succeeds Robert A Boardman, who has retired. Covey also will become a member of the company's executive council. Most recently, he served as deputy general counsel.

Heil Environmental Industries has named Richard Mills to the new position of chief quality officer. In this position, Mills, who retains his title as director of process improvement engineering, is responsible for helping develop a new Heil Production System (HPS). Shannon Harrop has joined Heil Environmental as national account director for Allied Waste Industries. He served previously as executive vice-president of sales and engineering for J V Mfg.
